His superiors also describe Anselment as a persuasive and charismatic person.

"He has a 'silver tongue' and can make anyone comfortable. He has turned into the go-to guy for the drug task force and gets them the info they need," Chris Wicklund, his supervisor, wrote in his annual review.

Anselment has also become versed in civil law and renter's rights. He was especially valuable during the city's long battle with Country Village Apartments, a complex on the west side of town that had fallen into such desperate disrepair that the city yanked the landlord's license for much of 2012. Anselment was actively involved in negotiations with Country Village as a part of a city team that spent countless hours dealing with the problem property. He has has an expertise in other types of property issues, such as hoarders and problems arising from vacant buildings or foreclosed properties.

Anselment follows on the heels of Derek Schultz, the Officer of the Year for 2011.
