State agency said it's monitoring Community Action Duluth (duluthnewstribune.com) — State officials have placed Community Action Duluth under “enhanced monitoring” after staff raised concerns about finances and workplace climate at the nonprofit that helps local residents with taxes, health insurance, job training, and food access. The agency will require a quality improvement plan, attend CAD board meetings, and conduct extra fiscal and program reviews while an outside workplace inquiry continues.
   

2. Duluth City Council approves 2026 budget (wdio.com) — Duluth’s City Council has approved the 2026 city budget and property tax levy, keeping the levy increase under 5% but warning of ongoing long‑term financial challenges. Councilors also delayed a controversial proposal to change meeting formats after resident concerns, and the meeting served as a farewell for three outgoing council members.

Duluth Firefighters are gearing up for another year of giving (wdio.com) — Duluth firefighters are once again pooling their own money to buy toys for the Salvation Army’s Christmas Toy Drive, a tradition now 25 years strong. With nearly $7,000 raised in recent years, they’re especially focused on making sure overlooked teens across the Northland also receive meaningful gifts.

Her family credits early diagnosis and specialized care at Children’s Minnesota for her remarkable recovery and is now focused on enjoying everyday life with their thriving daughter.
   

5. Duluth teen sentenced for assaulting homeless man with rock (duluthnewstribune.com) — A 16-year-old from Duluth received an extended juvenile jurisdiction sentence for a violent August assault on a homeless man near Canal Park, with an adult prison term stayed if he follows strict probation conditions. The judge ordered treatment, intensive supervision, school or work requirements, and community service, while the victim described lasting trauma from the attack in a written statement.
