Jury Convicts Man Who Dragged Federal Agent 100 Yards During Immigration-Order Arrest
Roberto Carlos Munoz-Guatemala, previously convicted of sexually abusing a minor, was found guilty of assaulting a federal agent.

ST. PAUL, MN — A federal jury has convicted Roberto Carlos Munoz-Guatemala, 40, an undocumented immigrant and previously convicted sex offender, of assaulting a federal officer with a dangerous and deadly weapon after dragging an agent more than 100 yards with his car, according to federal prosecutors.
Prosecutors said Munoz-Guatemala, who was convicted in Hennepin County in December 2022 of repeatedly sexually abusing a minor, was being arrested on an immigration order on June 17, 2025, when the incident occurred.
During a traffic stop that day, agents attempted to take him into custody. Officials said Munoz-Guatemala refused to cooperate, and after several warnings, an agent broke a back window to reach the vehicle’s interior.

Munoz-Guatemala then accelerated, trapping the agent’s arm between the seat and the car frame.
As he sped away, Munoz-Guatemala dragged the agent more than 100 yards while weaving the vehicle in an effort to dislodge him, prosecutors said. The agent eventually became free but suffered significant injuries to his arms and hand.

The jury returned its guilty verdict on December 10 after a three-day trial before U.S. District Judge Jeffrey M. Bryan.
The case was investigated by the FBI, Enforcement and Removal Operations, Homeland Security Investigations, and the Bloomington Police Department.
It is being prosecuted by Assistant U.S. Attorneys Raphael B. Coburn and Thomas Calhoun-Lopez.
