Record snowfall and a stubborn winter is setting the stage for major flooding in the region this spring.

STILLWATER, MN — Record snowfall and a stubborn winter is setting the stage for significant flooding in Stillwater and across the Twin Cities metro area this spring.

There's more than an 80 percent chance that the St. Croix River at Stillwater reaches a "major flood stage," according to the latest forecast from the National Oceanic and Atmospheric Administration.

Stillwater declared a state of emergency ahead of the potential flood. The city has begun closing down roads, parking lots, and trails along the St. Croix River and putting up additional fencing.

March's unseasonably cold temperatures and cloudy days has kept much of the snowpack intact. However, once temperatures more consistently stay above freezing, the region's river levels are expected to rise dramatically.
