Black History Month Proclamation
On behalf of the Mayor and Council, Reno City Councilmember Oscar Delgado read a City of Reno, Nevada Proclamation dedicating February 2022 as Black History Month. Jessica Vann, President of the Northern Nevada Black Cultural Awareness Society (NNBCAS), thanked Council for their support and invited the community to two upcoming events: the Summer of Soul: A Look at the 1969 Harlem Cultural Festival exhibit at the Nevada Museum of Art through February 27; and the 34th annual Dr. Martin Luther King, Jr. Gala on Monday, February 28, 2022.
B.3 - Clean Energy Program
Council adopted a Resolution that combines two existing Resolutions into one based on a legislative change in 2021 to update the City of Reno’s Commercial Property Assessed Clean Energy (C-PACE) program. This program allows commercial property owners to establish a single tract special assessment to fund energy-efficiency and renewable energy projects, and expands the program to include resiliency projects, indoor air quality and stormwater infrastructure.

B.6 - Veteran Fitness Program
Council approved and accepted a Contract Award of up to $62,500 from Department of Veterans Affairs for Fit but not Forgotten (FBNF) Veteran fitness program in an amount not to exceed $12,500 each year for up to five years. The classes are usually held at the Evelyn Mount Northeast Community Center.
C.1 - North Valleys Commerce Center Zoning Map Amendment
Council approved to uphold the recommendation of the Planning Commission and refer the ordinance for a second reading and adoption. The Ordinance Introduction amends the zoning code to rezone a ±256.3 acre site comprising 14 parcels from Mixed-Use Suburban (MS) to Industrial Commercial (IC). The site is generally located on the north and south sides of North Virginia Street, near its intersection with Doubleback Road.
C.2 - Little City Landscape Specific Plan District
Council approved to uphold the recommendation of the Planning Commission and refer the ordinance for a second reading and adoption subject to Condition 1 as written in the Staff Report. The Ordinance Introduction amends the zoning code to rezone a ±1.51 acre area from MF-30 – Multi-family Residential (MF-30) to Little City Landscape Specific Plan District (SPD) and amend the Little City Landscape Specific Plan District (SPD) Handbook to add enhanced site development standards and modify permitted uses and hours of operation. The ±1.86 acre subject site includes two parcels located on the south side of Linden Street ±450 feet west of Kietzke Lane.
C.3 - Reno Vulcanizing Alley Abandonment
Council determined that the public will not be materially injured by the vacation and approved the abandonment, subject to the conditions in the Staff Report. This is the abandonment of a public alleyway located south of East Sixth Street, between North Virginia Street and North Center Street. The abandonment area is ±2,000 square feet in size and ±100 feet-long by ±20 feet-wide.
D.1 - Opioid Lawsuit
Council approved the Subdivision Settlement Participation Forms and Amendment No. 1 to the One Nevada Agreement on Allocation of Opioid Recoveries. The recommendation from the Attorney General’s Office is to settle with four distributors at this time, but this settlement does not end City or State litigation against other named plaintiffs, including opioid marketers, promoters, manufacturers, distributors, and dispensers.
D.2 - One Truckee River Management Plan
Council heard a presentation and update regarding the One Truckee River (OTR) Management Plan. The OTR Management Plan seeks to bring together both public and private groups, as equal partners, working together to implement a shared vision for the Truckee River. Council accepted the staff report, while directing staff to conduct more research and seek additional public input on the proposed downtown public restroom locations and return to Council with an update in the next 60 days. Two primary goals of the OTR are increasing the number of public restrooms available along the river, and implementing a vegetation management plan along the river.
D.3 - RTC Program of Projects
Council heard a presentation and approved the Regional Transportation Commission (RTC) Fiscal Year 2023 Interlocal Cooperative Agreement authorizing the RTC Program of Projects within the City of Reno. The categories of projects include:
- Preventative Maintenance - Preserve Roadway System
- Corrective Maintenance - Restores Pavement
- Traffic Signal Intersection Improvements - New Signals and Upgrades
- ITS Traffic Management - Traffic Technologies
- Roadway Rehabilitation - New Roadways
- Major Projects comprise most of the funding. These future projects include the Keystone Avenue Bridge Replacement, Sierra Street Bridge Replacement, Pembroke Drive widening, and South Virginia Street widening.
G.1 - Citizen Appointments to Boards and Commissions
G.1.3 - Council approved the reappointments of Tyler Langdon and Steven Schwarzer to the Ward 2 Neighborhood Advisory Board.
