Murder Suspect Released Twice On PR Bail From Manchester And Nashua

MANCHESTER, NH — Raymond Moore was accused of killing Daniel Whitmore, 75, who was out for a morning walk on Friday on a popular rail trail in Manchester’s South end.

Whitmore lived close to the rail trail. According to people who know him, he often took walks on the nearby trail. Whitmore was stabbed multiple times and died from stab and incise wounds, and his death was classified as a homicide.

At approximately 10:32 a.m. Friday, Manchester firefighters, AMR, and police responded to a report of a man suffering from stab wounds. The victim was given medical aid but died at the scene.

Witnesses quickly described a man wearing a mask and tan shorts who fled south on the rail trail towards Gold Street. As police flooded the area they were directed to Walmart on Gold Street where Richard Moore, 40 was taken into custody by Manchester Police.

Moore was booked on second-degree murder charges, for recklessly causing Whitmore’s death under circumstances manifesting extreme indifference to the value of human life, by stabbing Whitmore with a knife.

Moore, who is formerly from Mississippi, arrived in Manchester at the beginning of July, and was listed as homeless on court documents. He had previously been arrested in Manchester for an attempted stabbing, criminal threatening, and falsifying evidence charges but was released on personal recognizance bail.

In July, Moore is accused of an assault at Stanton Park outside of 700 Elm St., a popular gathering spot for homeless people. According to court paperwork, the assault began at Stanton Park, continued into Veteran’s Park, and police were called to 100 Merrimack St. for a man yelling at another.

When police arrived, they found Moore more and accused him of yelling “I am going to f***ng kill you,” to another person across the street. As police investigated, the affidavit stated Moore was accused of attempting to stab the victim in the stomach. When questioned further, Moore indicated he could not describe the area because he had only arrived in Manchester 10 days prior.

Moore was arrested and appeared in court on July 11, for an arraignment and bail hearing. He was released on personal recognizance bail and ordered not to make contact or be within 300 feet of the victim. His address was listed as homeless, but the judge ordered him not to leave New Hampshire, and he was made to sign an extradition waiver as part of the bail terms.

On Tuesday, just days before the murder, Moore was arrested in Nashua for disorderly conduct and two counts of resisting arrest. He was released the same day on personal recognizance bail. Court documents detailing the Nashua incident are unavailable electronically and should be provided on Tuesday.

Currently, Moore is being held at the Valley Street Jail on preventative detention on the murder charge and will be arraigned on Tuesday.

Several people who live near where the fatal stabbing occurred expressed anger and concern over the security of the public walking trail. They spoke about the numerous homeless camps in the area. Several homeless were living in the woods next to the trail, as well as a large encampment behind Walmart. They also spoke about a large encampment that was removed next to Home Depot, which resulted in fires, a robbery, and several overdoses.

Residents also expressed concern that this is the second deceased person found in the area in less than a month. On Aug. 9, a man was pulled from Nutt’s Pond by Manchester Fire, Police, and New Hampshire Marine Patrol.

When the body was found in Nutt’s Pond, no information was released besides saying it was a man.

In a follow-up request with police, MPD Spokesperson Heather Hamel confirmed the cause of death is still pending, but authorities do not believe the death was suspicious. The man was identified as Keith Hembrough, 28, of Manchester.

MPD Chief Allen Aldenberg confirmed to Patch that the two death investigations are unrelated.

City officials have been under scrutiny for the large homeless population that has come to Manchester. Several sources, including the city’s homeless coordinator, have confirmed that many people travel significantly to Manchester. Some point to the fact Manchester is the hub for many support services — making the city more popular than alternative cities and towns.

At this time, no city of Manchester official has made a statement about the most current murder or the suspect being out on bail.
