  1. An empty building covered with graffiti in a prime Elm Street location is a "beauty school dropout," the former home of Michael's School of Hair Design. The property has "premium parking" next to the SNHU arena, but the abandoned building has been empty since the hair and beauty school moved to Bedford in 2004. Jodie Nazaka, head of economic development for the City of Manchester, said she contacted Michael Kapos, who owns the building and school, about inquiries from developers, but "nothing happened after that," she said.   2. Lower your heating bill this winter! With energy prices rising, Mayor Craig is urging Manchester residents to apply for New Hampshire winter fuel assistance. The program is paid for by the federal Low Income Home Energy Assistance Program (LIHEAP) through Southern New Hampshire Services. Residents can also apply for electric assistance.   3. Tensions are high at the understaffed youth detention center (YDC) in north Manchester. The staff reported several serious assaults, and police were called in out of safety concerns. One employee had three concussions from recent assaults at the embattled center, according to the State Employees Association union. Lawmakers ordered the troubled YDC to close in March of 2023, but state lawmakers can't agree on a new facility. No one knows what will happen in March, with no plans in place for a new facility.   4. Check out a new special exhibit at the Currier Museum of Art. "State of the Art 2020: Locate," explores "how different people see themselves in our society." See how different artists express "how relationships, families, neighborhood, and even hidden forces shape us as individuals." The new exhibit opened on Thursday, Oct. 20.
