Elissa Card, 25, also was charged with theft by unauthorized taking and had bail set at $100 cash, the NPD said.
According to police reports, the NPD conducted an investigation that uncovered what police described as continuous and uninterrupted narcotics-related activities stemming from or directly related to the residence of Ouellette.
The NPD said the suspect's residence had been the subject of two previous search warrants relating to the sale of controlled drugs and had been named in three arrest warrants issued for individuals distributing controlled drugs between February 2018 and September 2020.
Additionally, the NPD said that emergency services have been required at the residence on seven occasions to treat individuals experiencing adverse reactions after ingesting illicit drugs.
According to police, Ouellette was aware of these incidents and still kept and maintained his residence as a place for the illegal keeping and selling of controlled drugs.
As a result of an investigation into these activities, a search warrant was issued for Oullette's residence, the NPD said.
On Wednesday, members of the NPD's Problem Oriented Police Unit executed the search warrant along with help from the department's Field Operations Bureau, the Hillsborough County Sheriff's Office and the Manchester District Office Drug Enforcement Administration, according to the NPD.
The four individuals — Oullette, Yniguez, Reeves and Card — were taken into custody during the execution of the warrant, the NPD said.
