Forever 21 said in a letter to customers that it has filed for Chapter 11 bankruptcy. The teenage clothing store retailer said the bankruptcy filing was not part of a going out of business strategy, but was a "deliberate and decisive step to put us on a successful track for the future," according to the letter.
