Video Released Of Shore Man's Police-Involved Shooting Death

Authorities say they released a video of a NJ man's police-involved shooting death after he stole a police car. Viewer discretion advised.

BUENA VISTA – Authorities say they released a video on Tuesday of a Jersey Shore man's police-involved shooting death after he stole a police car.

The Attorney General’s Office released video recordings showing recent death of Roy K. Jackel, Jr., 41, of Wildwood Crest, who died when Sgt. David Jernegen of the Franklin Township Police Department fired his service weapon at him, fatally wounding him.

The fatal incident remains under investigation by the Office of Public Integrity and Accountability (OPIA). The recordings from mobile video recorders in police vehicles were released as a result of policies established by the Office of the Attorney General in 2019 designed to "promote the fair, impartial, and transparent investigation of fatal police encounters."

The shooting occurred at approximately 3 p.m. on April 5th near Cumberland Avenue and Oak Road in Buena Vista, according to a release from the Office of Attorney General.

Officers of the Franklin Township Police Department initially responded as mutual aid to investigate a motor vehicle accident involving Jackel at Cumberland Road and Tuckahoe Road in Buena Vista, the release said.

During the investigation, Jackel ran from the scene into a wooded area but then returned to the scene, entered an unoccupied marked police vehicle and drove away, the release said.

After a brief pursuit, Jackel stopped the stolen police vehicle, exited and ran toward the officers, holding his arm behind his back as offices yelled, "Let me see your hands," the release said.

As Jackel neared the officers, Jernegan discharged his firearm, striking him. Officers provided medical aid to Jackel until emergency medical personnel arrived, the release said.

Jackel was pronounced dead at the scene by emergency medical personnel at approximately 4:11 p.m.
