After stating that he smelled alcohol, the officer tried handcuffing Menchon, who reportedly pulled away his arm, Tynan said.
In addition to DWI and resisting arrest charges, Tynan said Menchon was charged with careless driving, being parked in a no parking zone, having an unclear license plate, refusing to take a breathalyzer test and for an unspecified “safety glass requirement” issue.
