Munguia-Arcos was voluntarily returned to Mexico by U.S. Border Patrol after being arrested for illegally crossing the border on three occasions: March 8, 2004, and twice in October 2022, the statement said.

The three "have shown blatant disregard for U.S. immigration laws by repeatedly reentering the United States," the spokesperson said. "ICE is working tirelessly to combat sanctuary city policies that make a pathway for egregious immigration law violators ordered removed by immigration judges to continue illegally living in our country with complete disregard for federal law."
