"Salsa by the Bay" was created by Perth Amboy resident Rosemary Nivar. She is a board member of Perth Amboy Artworks and is an avid salsa dancer; she wanted to bring her love of salsa to the public to experience and enjoy.

It was at a Perth Amboy Artworks board meeting that Nivar said there is a lack of salsa dancing in the area, even though Perth Amboy has a major Latino population. Nivar said she had to constantly drive up to North Jersey for dancing. Her idea to launch "Salsay by the Bay" gained the unanimous support of the Perth Amboy Artworks board, and she received a grant proposal funded by the Middlesex County Arts Institute.
