New Utility Bill Incoming For Mendham Residents: Here’s What To Know
The new program follows in the footsteps of neighboring communities, including Chester Borough and Chester Township.
MENDHAM, NJ — A new utility bill will be coming to Mendham mailboxes sooner rather than later, according to the township.
The township recently announced the launch of the new Utility Bill for Waste and Recycling Collection, following the end of a contract with RTS Waste Services.
According to the township, the three-year contract with RTS temporarily avoided “significant increases in waste management costs.” However, officials are now projecting a 50 percent increase in costs for 2026.

The township launched the new utility bill in an effort to reduce these increases and avoid a “severe” burden on the township’s budget. The plan essentially is to remove the cost of waste and recycling from the municipal portion of the tax bill and have it collected directly from residents in a separate bill.
“New Jersey’s state-mandated tax and appropriation caps restrict how much the township can raise through taxes or adjust its budget,” a township statement read. “This makes it impossible to absorb such increases without cutting essential services. The utility model, already successfully used by Chester Borough, Chester Township, and other municipalities, offers a sustainable way to manage these expenses.”

Mendham Township went out for bid for a new waste management contract this past spring. It’s unclear just how much money the bill will be until the township selects a bid, and officials will provide an update once it is known.
The township added that this change will not increase 2025 taxes, and that there will be “zero impact on residents” this year.
“Municipal taxes on the average property - assessed at $1,130,000 - will decrease by approximately $371 this year,” officials said. “Like last year, all properties in Mendham Township should see a decrease in the municipal portion of their tax bill.”
The township also said that no action needs to be taken by residents regarding their waste and recycling as of now. RTS will continue to collect waste, and the Morris County Municipal Utilities Authority will continue to collect recycling according to their existing schedules.
Residents should expect the new bill in their mailboxes in August/September, with the new system launching on Oct. 1.
