An investigation revealed Isel was walking east bound on the west bound shoulder of Madison Avenue during a period of heavy rain. When he reached the intersection of Pitney Place, he crossed the westbound traffic lane and was struck by a Ford utility truck heading east bound in the east bound traffic lane, Ferrone said.
The driver remained at the scene and fully cooperated with the investigation. There is no indication that speed, alcohol, or drugs was a factor in the collision. It does not appear there will be any charges, Ferrone said.
