6 Longtime Officers Promoted Within Parsippany Police Department
Mayor James R. Barberio and Chief Richard Pantina held a promotional ceremony last week for six Parsippany police officers.

PARSIPPANY, NJ — Six members of the Parsippany Police Department were recently promoted, announced Parsippany Police Chief Richard Pantina.
The six officers were honored at a promotional ceremony late last week, attended by Mayor James R. Barberio, Chief Pantina, and a gathering of peers, family, and friends.
“Parsippany truly has the most outstanding police force in Morris County, if not the State of New Jersey,” Barberio said. “You gentlemen have tirelessly served this community for years, and I’m excited for you all to begin your new roles. I know you will continue to make us proud.”

The first promotion was awarded to Sergeant Thomas Lesiak, who advanced to the rank of Lieutenant. Lesiak brings 23 years of service with the Parsippany Police Department, including over 13 years as a sergeant. He previously served five years with the Harrison Police Department, officials said.
Over the course of his career, he has worked in both the Investigative and Patrol branches, been a member of the Rifle Team, and currently serves as a Firearms Instructor. He holds a Bachelor of Science degree in Management from Rutgers University.

Sergeant Earl Kinsey was promoted to the rank of Lieutenant. Kinsey has served with the Parsippany Police Department for over 21 years, including nine years as a sergeant. Prior to joining the department, he worked as a police officer in Rahway.
Over his career, he has been assigned to both the Support Services Section and the Patrol Branch. He was also a member of the Rifle Team and currently serves as the department’s Infectious Diseases and EMT Liaison.
Patrolman Ryan Taylor was promoted to the rank of Sergeant. Taylor has served with the Parsippany Police Department for over nine years. Before joining the department, he worked as a Class II Special Officer with the Essex County Sheriff’s Office. He holds an Associate’s Degree in Criminal Justice from the County College of Morris and is currently pursuing a Bachelor’s Degree in Criminology at Fairleigh Dickinson University, Pantina added.
Taylor has served as a Field Training Officer and is an active member of the department’s Honor Guard.
Detective Gregory Bloete was promoted to the rank of Sergeant. Sgt. Bloete has served with the Parsippany Police Department for 10 years. He is a United States Marine Corps veteran and previously worked as a Corrections Officer with Morris County for two years. Over the past four years, he has served as a School Resource Officer.
Bloete has also been a member of the department’s Rifle Team and has served as both a Field Training Officer and a Firearms Instructor.
Patrolman James Seeger was promoted to the rank of Sergeant. Seeger has been with the Parsippany Police Department for 11 years and previously served in the U.S. Army for 14 years. He holds a Bachelor’s Degree in Sociology from Montclair State University. According to Pantina, Seeger is a certified Crash Investigator, Field Training Officer, Firearms Instructor, and a member of the department’s Rifle Team.
Detective John Keiling was promoted to the rank of Sergeant. Keiling has served with the Parsippany Police Department for over 19 years. He is a United States Air Force veteran and previously worked as a Department of Defense Police Officer before joining the department.
Keiling has worked in the Investigative Branch and will soon transition to the Patrol Branch. He has been a member of the Rifle Team, a Field Training Officer, and is currently serving as an Arson Investigator, officials said.
