The Higher Cause, and Responsibility is to protect the Troy Meadows, and immediate neighborhood character.

Land Determines Plan. Parsippany is Built Out. Engineering can never replace Nature

The 28 reduced from 29, with one addition so-called affordable one room living space 5, instead of 4, amounts to a ploy to entice the Zoning Board to allow an inappropriate development in an area zoned "conservation, recreation", this will unjustly change the neighborhood character forever, and further impact a remaining environmentally sensitive area, bordering on Troy Meadows, National Natural Landscape.
Our Master Plan Goal clearly states that this resources, must be protected, enhanced and truly recognized for its ecological benefits. for example: Goal 7: Ensure that any prospective development preserves or enhances the
Township’s environmental features, including wetlands, wetland
buffers, streams, wellhead areas,
steep slopes, and wooded areas.
In particular, the environmentally sensitive areas of Troy Meadows
should be preserved in their natural state, and future development in
this area should be avoided.

This 2.71 ac Block Lot not only should remain as a buffer for the Troy Meadows Landmark, it features a Tier 1 Wellhead Protection Area; all 2.71 acres is included, it is also 100% a Riparian Area of High Integrity, and Open Waters Protection Area of the West Brook Tributary.

Parsippany over the last several years has experienced major water infrastructure problems including loss of at least 3-Wells, and one with a PFOS contamination. Parsippany also has the highest water deficit in the watershed. Parsippany had not done a good-job in the past protecting it's groundwater recharge areas. Water Deficit simply means we use or lose more water from the aquifer then nature returns to it. Shall we allow this Wellhead Area to be further impacted, and cause water quality issues by intruding into the Protection Tier?

Parsippany is already zoned for affordable housing, and for a religious institution to propose this inappropriate location for a for profit rentals is troubling. The alleged fourth round of coming housing mandates is not a for sure, and the housing mandates can be met by simply lowering the rents for the market units, many of which will not be occupied due to over pricing. (What did this last alleged lawsuit victory in the housing issue bring, that the Mayor has boosted?)

The property although given a Highlands Waiver is still subjected to the local Boards discretions in enforcing it's Master Plan, and Neighborhood Characters (Home-Rule). Parsippany Zoning if desired can make rules even stricter than Highlands if so desired.

According to the Affordable Housing CHAPTER 93 SUBSTANTIVE RULES OF THE NEW JERSEY COUNCIL ON AFFORDABLE HOUSING: Environmental policies this proposal should be rejected, because by the very rules of the Council on Housing Environmentally sensitive lands shall be excluded. This enforces the Conservation Zoning given the area by Parsippany.
If Wildlife Preserves in Ordinance 2014:16 were not allowed to rezone their own Block Lots to ensure higher profits if condemned by possible taking by a pipeline threatening at that time, how can a religious institution be allowed such?
Here is a scientific term that should apply for the Zoning Board decision. Carrying capacity: The maximum population size that an ecosystem can support without being degraded. Land use without a sense of ecology is not good land use.

The fact that ZBA meeting did not start with the Civil Engineer is suspect, the issue is land Use not Islam or the existing and allowed practices of the IBSA funeral home.
