Man Filmed Up Women's Skirts At Wegmans: Hanover PD

Police say the man used a small camera attached to his sneaker to film up women's skirts.

HANOVER, NJ — A Denville man is accused of filming up women's skirts at the Hanover Wegman's, Hanover police said.

Phillipe Leger, 33, was arrested on July 23 after he allegedly filmed up women's skirts at the popular grocery store, Hanover police said. According to police, Leger attached a small camera to his sneaker in order to capture the up-skirt shots.

Police were called to the store after shoppers complained of a suspicious person; by the time they arrived, Leger had driven away. After talking to loss prevention, police were able to get Leger's license place number.

Leger was pulled over on route 10, and agreed to go to police headquarters for an interview. After the interview, Leger was arrested and charged with invasion of privacy. He was taken to the county jail with an upcoming court date.

The practice of "upskirting," or taking photos or videos of someone's clothed intimate parts, like up a skirt, was made illegal in New Jersey in 2016 when then-Gov. Chris Christie signed a ban into law.

Recording upskirt images is a fourth-degree crime under invasion of privacy laws and can be punished by 18 months in prison or a fine of up to $10,000. Sharing those images could lead to an additional three to five years in jail and a $15,000 fine.
