Even though they're small, beauty and personal hygiene products have been targeted by retail theft rings over the years, and can be resold via eBay or other online outlets.

The New York Attorney General's Office in 2022 arrested 41 people who they say were involved in a Manhattan-based retail theft ring that resold the products on the ringleader's website.
