Video: Vietnam Veteran from Highlands Has Sandy Grant Revoked by FEMA for Lack of Flood Insurance

The resident, a Vietnam veteran, was given a stop-order for lack of flood insurance coverage- something he had stated from the start.

Vietnam veteran Russell Card, of Highlands, is at a stand-still in rebuilding his Sandy-damaged home, after the state recently revoked his grant because he didn’t have flood insurance.

Card qualified for a RREM grant from the state following Hurricane Sandy, for $150,000 as of July 28th of this year, according to my9NJ.com.

Card prepared his home for demolition, signed with an approved contractor, and then learned of a stop-order sent to the contractor in September right before construction was set to begin.

His home now sits unstably, with no water, gas, or electricity, and no funding to begin necessary work. Now, he and his family remain in a small apartment, with a storage container holding their belongings sitting on their vacant property.

Card is adamant that he had been honest from the beginning of the application process with FEMA that he did not have flood insurance, and feels he has no choice but to rebuild his home by himself.

“We want to come home, I just want to come home,” the veteran said.
