NJ Foot Spa Workers Charged In Prostitution Conspiracy: Prosecutor

Two employees of North Jersey-based Tokyo Foot Spa were charged last week with engaging in prostitution.

WAYNE, NJ - Two employees of a North Jersey-based foot spa were slammed with prostitution charges last week, authorities said.

Jin F. Cao, 50, and Zhen X. Zhou, 57, both of Woodland Park, were charged with third-degree conspiracy to promote prostitution, as well as engaging in prostitution, Passaic County Prosecutor Camelia M. Valdes, Woodland Park Police Chief John Uzzalino, and Homeland Security Investigations, Newark Office, Special Agent in Charge Ricky J. Patel, said in a joint statement.

Both defendants were charged via complaint-summons and were released pending future court proceedings. Cao and Zhou each face three to five years in state prison, as well as up to six months in county jail, Valdes said.

The charges stem from a tip to law enforcement that Tokyo Foot Spa in Woodland Park was offering sexual services while operating as a massage therapy business, Valdes said.

Members of the Passaic County Prosecutor’s Office Special Victims Unit, Woodland Park Police Department, Homeland Security Investigations, Passaic County Sheriff’s Office and Bergen County Prosecutor’s Office executed a search warrant on Wednesday at Tokyo Foot Spa, resulting in the discovery of $11,652.00 in suspected proceeds of criminal activity.
