8 Hudson Valley Towns Among 'Top 10 Safest Cities In NY' Report Finds
A Westchester town was named the safest in the state for the second year in a row, in the 2025 survey of crime data from SafeWise.

HUDSON VALLEY, NY — Despite a growing chorus of concern about crime in the media, there are plenty of relatively safe places to call home in New York, and a perhaps surprising number of them are right here in the Hudson Valley, according to crime statistics analyzed by SafeWise.
SafeWise, a security product review platform, looked at FBI crime statistics for cities/towns in New York to compile its 11th annual Safest Cities report. A total of 53 cities met the criteria to be considered for ranking.
The rankings were based on FBI crime data. Cities and jurisdictions across the country voluntarily report the information through the FBI Summary Reporting System and National Incident-Based Reporting System. The most recent FBI data was released in October 2024 and accounts for crimes reported in 2023. SafeWise also used population thresholds in its reporting, according to the company.

These are the top ten safest cities in New York for 2025, according to SafeWise:
- Bedford
- Carmel
- Rye (new to the list this year)
- Oneonta (new to the list this year)
- Hyde Park
- East Fishkill
- Scarsdale (new to the list this year)
- Yorktown
- Saugerties
- Town of Ogden
For the second year in a row, Bedford ranked as the safest city in the Empire State, with a violent crime rate of 0.12 per 1000 people and a property crime rate of 1.32 per 1000 people, according to the report. The town has a population of 16,700.

Carmel, coming in at No. 2 on the list, has a violent crime rate of 0.3 per 1000 people and a property crime rate of 3.2 per 1000 people, according to SafeWise. The population of Carmel is 33,876.
Rye was ranked No. 3 in the state, with a violent crime rate of 0.1 per 1000 people and a property crime rate of 4.5 per 1000 people, according to the report. The population is 16,109.
