Trio Indicted In Delivery Man Disguise East Harlem Murder Plot: DA

The shooter is accused of wearing a wig and dressing up as a delivery man before firing fatal shots in East Harlem, the DA said.

HARLEM, NY — A trio of men accused of planning the murder of a man in East Harlem that included one of them wearing a wig and dressing up as a delivery man were recently indicted on a variety of charges, the Manhattan District Attorney's Office announced.

Shaun McClam, 40, and Luis Roman, 28, were charged with murder in the second degree in the fatal shooting of Timothy Parker, 37, in October 2022, while Terrence Haynes, 43, was charged with conspiracy in the second degree, the Manhattan District Attorney's Office said.

“As alleged, for several weeks these defendants carefully plotted to murder Timothy Parker before fatally shooting him last fall,” District Attorney Bragg said in a news release. “We see time and time again the countless lives that are taken due to gun violence and we stand at the ready to prosecute those who commit these acts of violence.”

The plot started in a dispute over drugs and money within the NYCHA George Washington Houses in East Harlem, in which Haynes, who was already incarcerated at the time, claimed that Parker owed him money through a drug dealing operation, the Manhattan District Attorney said.

Haynes told Roman on Sept. 29, 2022, that Parker was on "borderline eviction notice," according to the Manhattan District Attorney.

A few days later on Oct. 1, Haynes said that if Parker didn't give him "everything immediately, Parker would get his head bust," the Manhattan District Attorney added.

Later that month on Oct. 24, Roman retrieved a gun and gave it to McClam, who then put on a black wig, disguised himself as a delivery worker and rode an e-bike to Parker's East Harlem building, the Manhattan District Attorney said.

McClam proceeded to walk through the building multiple times, changing his appearance two more times, before fatally shooting Parker outside of his apartment in the body and head, the Manhattan District Attorney said.

McClam and Roman were arrested months later in June.

Bragg specifically thanked East Harlem's 23rd Precinct for their help in the case.
