MAMARONECK, NY — As the sun rose in Mamaroneck, Red Cross emergency shelters were opened in the Palmer Avenue High School gym at 1000 Boston Post Road and city officials issued an emergency declaration ordering all cars, other than emergency vehicles, off the roads.

"The Village Manager, acting under emergency powers, has ordered all non-emergency vehicles off the roads," Mamaroneck Mayor Tom Murphy said in a statement issued just after dawn on Thursday. "We are still performing rescue operations and the emergency responders don’t need any more folks getting stuck in dangerous situations on the roads."

Mamaroneck was one of several hard-hit southern Westchester communities. Rainfall rates from Philadelphia to the NYC metro area hit 2-3 inches per hour during the deluge caused by post-tropical cyclone Ida, according to the National Weather Service.
