Obituary: Village Of Mamaroneck Mourns Longtime Police Chief

MAMARONECK, NY — The Village of Mamaroneck lost a giant on Christmas Day. Former Chief of Police Joseph DelBianco has died at age 93.

"He was a mentor and friend to many and always had a kind and encouraging word for the newest police recruit or the newest elected Trustee," Village of Mamaroneck Mayor Tom Murphy said announcing the sad news. "He loved Mamaroneck and was beloved in Mamaroneck. The flags of the Village will fly at half staff this week in honor of the Chief’s memory. Our condolences go out to his lovely family."

Joseph DelBianco, the longtime Police Chief in the Village of Mamaroneck, was called home to the Lord on Christmas Day. He was 93.

The Chief was born May 28, 1929 to Orfeo & Jennie DelBianco. Chief attended college at St. Lawrence University and later, Westchester Community College. He dedicated his life to law enforcement. For 43 years he faithfully served the Mamaroneck Community he loved so dear in the Police Department, attaining the rank of Chief.

Under his direction, the department modernized with the implementation of computers in police vehicles and the creation of the Bay Constable Position to run the Harbor Police Unit. The police boat in Mamaroneck Harbor is proudly named in his honor. Chief DelBianco was the first Police Chief in the Village to hire a female police officer.

Following his retirement, he remained active in Village Police Affairs, having also served as Vice President of the Scholarship Committee along with serving as a Member’s Representative and on the Board of Governors. Chief was one of the founders of the Westchester County Police Juvenile Officers Association where he was both past Vice President and President. Chief DelBianco was the former Executive Director of the Westchester County Chief’s of Police Association, an organization to which he devoted 37 years.

He remains the Chief Emeritus. Chief was also an integral part of the New York State Association of Chiefs of Police, where he was awarded for the first time in the association’s history the title of "Honorary President." He was at one time the President of Larchmont/Mamaroneck Youth Employment Services as well as past Vice President of the Larchmont/Mamaroneck Council on Family and Youth. His dedication to youth related causes was so great, he was awarded B’Nai B’rith Brotherhood Award. His civic duties knew no end as Chief was a member of the Knights of Columbus, The Lions Club, The Harbor Commission, The Mamaroneck Old Timers, The KEEPS program, where he was also one of the founders, The Police Columbia Association where he was a charter member and he also held various positions with the Board of Education for both Mamaroneck and Rye Neck. Chief was a member and delegate to the International Association of Chiefs of Police. He was a lector at Most Holy Trinity RC Church and past President of their Holy Name Society.

The Chief received countless awards, accolades and recognitions in his lifetime, too numerous to mention and he received commendations from Governors, Mayors, Congressmen, State Senators and even from former FBI Director, Louis Freeh. The Chief leaves behind his devoted wife of 67 years, his high school sweetheart, Doreen (nee Panaro), his loving children, Tina Lividini (Peter) Laura Sanquiolo (Bart) and Alfred DelBianco. He is now reunited in Heaven with his son, Joseph DelBianco, who predeceased him. Chief is also the loving grandfather of 11 and great grandfather of 6.

To honor the incredible life and legacy of Chief DelBianco, family and friends will gather on Wednesday 3-8 p.m. at COXE & GRAZIANO FUNERAL HOME 767 E. Boston Post Rd Mamaroneck, 914-698-5968. Mass of Christian Burial Thursday 10am at St. Gregory the Great RC Church followed by interment at Greenwood Union Cemetery.
