Some of the budget assumptions include adjustments in staff salary categories throughout the functions based on increases for step (or equivalent) as well as the return of higher cost staff from leave offset against decreases for lower cost replacements of announced retirees, increases in health insurance and decreases in pension costs, return of food services subsidy, the addition of three new ENL positions, and more.
