  1. NY Congressman Chuck Schumer wants $22 million in funding to combat the growing 'swarms' of invasive spotted lanternflies that are being spotted with increased frequency across the state and city. Environmental officials have issued a one-time 'kill on sight' order to New Yorkers who see the bugs, which can have a "catastrophic" impact on vineyards. (New York City Patch)
  2. Under a new policy New York State prisons are no longer allowing incarcerated individuals to receive packages–either in-person or by mail–from family or friends, unless they are sent directly by a third party. The rule began last month as an attempt to stop illegal drug shipments. (Associated Press)
  3. With early voting underway, The New York Times editorial board announced its endorsement of Dan Goldman, the wealthy former lead prosecutor in the first impeachment trial against then-President Donald Trump. The decision prompted outrage and confusion from some New Yorkers who saw him as elite. (New York City Patch)
  4. Nicole Malliotakis, NYC's sole Republican Congresswoman, joined New Jersey Democrat Josh Gottheimer on Monday to call for a delay to the city's implementation of congestion pricing, which would raise funds for the MTA by collecting tolls from cars entering Manhattan before 60th Street. (AMNY)
  5. Transgender detainees at Rikers Island jails are frequently housed in settings with the opposite gender and had guards threaten to move them to opposite-sex quarters for not following "mundane rules," a new task force report found. (THE CITY)
