Amtrak personnel were on scene working to fix the issue.

Nick Kapovic, of Ronkonkoma, sent Patch this note describing his commute Tuesday morning:

It's 9:44AM and I am finally at Penn Station. My train originated at Ronkonkoma at 7:19AM. So as you could imagine, it hasn't exactly been a fun commute -- just very long and frustrating. The conductor did make a few announcements, stating a train was disabled in the east river tunnel. It wasn't until I read a Newsday article that 3rd rail power was out in the tunnel for whatever reason. This is just another knotch in the belt for LIRR. Or Amtrak, since they own the tunnels I believe. All I and the other commuters could do is sit, be annoyed and wait for us to get to Penn. Just another day on the railroad!

Photos posted to social media showed long lines of stalled trains.

Here was the full announcement from the MTA as of about 10:45 a.m.:

As a result of ongoing Amtrak third rail problems in one of the East River Tunnels, the LIRR is experiencing westbound delays averaging 90 minutes between Jamaica & Penn. Westbound trains to Penn continue to terminate at Jamaica at this time. NYC Transit is honoring LIRR tickets via the 2/3 subway from Atlantic Terminal, the 7 subway at Flushing/Main St, Woodside (61st St) & Hunterspoint Ave (HPA), & following an earlier subway disruption, the E subway to Penn at Jamaica (Sutphin Blvd-Archer Av), Kew Gardens (Union Tpke) & Forest Hills (71st Av).
