Here are the top five stories today in New York City:
- A 'tent city' housing 500 migrants will now be located on Randalls Island — nestled in the East River between Manhattan, Queens and The Bronx — instead of Orchard Beach as originally proposed. The switch comes after the area surrounding the Orchard Beach site flooded over the weekend. Mayor Eric Adams stated on Tuesday that an estimated 16,000 asylum seekers have arrived in New York City in the past several months. (New York City Patch)
- A new program will cover $15,000 in college tuition for hundreds of students in New York City's foster care system. The initiative, called "College Choice," will also provide a $60 daily stipend. (New York City Patch) Also on Tuesday, New York State Comptroller Thomas P. DiNapoli released an audit finding that NYC's public school system isn't doing enough to prepare its students for higher education. (AMNY)
- A court has dismissed a lawsuit challenging NYC's outdoor dining program, paving the way for the City Council to approve permanent regulations for the program. Up until now most outdoor dining has been permitted on a temporary basis as part of the city's pandemic public health emergency rules. (Spectrum News NY1)
- A fire at an Amazon warehouse in Staten Island led at least 100 unionized workers to walk off the job for several hours on Tuesday. No workers were injured. Amazon is currently appealing the decision of a judge at the National Labor Relations Board, which determined that workers at one warehouse had voted to unionize. (Gothamist)
- A new think tank headed by close allies to Mayor Eric Adams, 5Boro Institute, is developing a policy platform for the administration that has been criticized for not having a clear agenda. Its recommendations, which Adams is expected to take seriously, include "using day care as an economic development tool; strengthening the city’s mental health infrastructure; and developing incentives to recruit and train teachers." - Four people are suing New York City, saying that NYPD officers sent them from police custody to Rikers Island, bypassing their right to a court hearing. "It is not permitted by law in any sense — and is an exercise of raw military power by the City of New York," the lawsuit states. (New York City Patch)
- In a bizarre video, a group of women wearing green bodysuits appears to have gotten into a fight with teenagers before robbing them on a Midtown subway train. (New York City Patch)

- A law meant to cap the greenhouse emissions of existing buildings in New York City could be at the detriment of a paper mill in Staten Island. Mayor Adams toured the plant on Tuesday in a show of his support of exempting it. (SILive.com)
- Columbia University is kicking out a pre-school program that its partnered with for the past 50 years, sparking outrage amongst parents and an elected officials. (THE CITY)
- An NYC historian wants to rename a small park in East Harlem in celebration of the famous city myth, which originated in the neighborhood, that alligators live in the sewer system. (New York City Patch)
