Meanwhile, parents and teachers are suing to prevent education budget cuts from going into effect. Here are the top five stories today in New York City:
- New York City and New York state have reached a deal on the funding behind the controversial plan to redevelop Penn Station, which includes building ten skyscrapers as a financing mechanism. The buildings would pay directly into the station reconstruction, which would double its size. It is estimated to cost at least $8 billion, of which the state is contributing $1.3 billion. (New York City Patch)
- A group of public school parents and teachers have filed a lawsuit with the New York Supreme Court, in an effort to prevent Department of Education budget cuts from taking effect. The suit argues that the City Council should vote on the education budget again, given that the department itself hadn't done so previously. (AMNY)
- Five recent shark attacks or sightings on Long Island beaches prompted Governor Kathy Hochul to direct state agencies to put in place drone and helicopter patrols. Shark attacks still remain rare overall, and experts believe the ones in recent encounters had simply confused humans for fish. (New York City Patch)
- A major planning group is calling on New York City to increase its amount of "green infrastructure," such as permeable, water-absorbent surfaces, forty times over. They specifically suggest using parking space on the city's streets. City agencies aren't so sure. (Gothamist)
- A single tenant is all that stands in the way of a developer's plans to demolish an Upper West Side apartment building and construct an 18-story luxury apartment tower in its place. The resident and landlord are currently locked in a legal battle. (New York City Patch)

- Four people were hurt after a shooting in Brownsville on Sunday evening, including a 16-year-old in critical condition. (New York City Patch)

- Despite plans to expand their offices in New York City by hundreds of thousands of square feet, Meta (the parent company of Facebook) and Amazon now have cold feet. (The Real Deal)
- NYC's emergency services wanted to try out having non-cop teams respond to mental health-related 911 calls. Since the program started in Harlem last year mental health professionals–and not police–responded to just 16 percent of those calls. (THE CITY)
- Deaf tenants in a Lower Manhattan building are suing their landlord because, ironically, all the alarms in their building are sound-only, and not built for the hearing-impaired. (New York City Patch)
- Albert Vann, a former Assembly and City Councilman, known as the "Bedrock of Bed-Stuy," is dead at 87. "We all sit on his shoulders of leadership," said Mayor Adams, who was mentored by him. (New York City Patch)
- Juan Alicea, a Spanish broadcaster for The Mets, died on Monday at 85. He had been with the team for over 50 years, first joining in 1969. (NBC New York)
