Here are the top five stories today in New York City:
- On the first day back to school, Governor Kathy Hochul signed a bill to cap classroom sizes in New York City schools at 20 to 25 students. The law won't go into effect until next September, and will be implemented over a five-year period. (Gothamist)
- Steve Bannon, a close ally of former president Donald Trump, turned himself in at a New York City court on Thursday morning. He faces money laundering and fraud charges that are linked to a $15 million fundraiser to build a wall at the US-Mexico border. Trump pardoned Bannon on his last day in office when he was arrested in a similar case. (New York City Patch)
- The religious leaders of several churches in Harlem accepted secret hundred-thousand-dollar payments from a developer in exchange for selling their buildings – only for the developer to waver from his promise to build new homes for the churches, in some cases demolishing them and letting the sites sit empty for years, according to an investigation launched by New York Attorney General Letitia James’s office into the developer, Moujan Vahdat. - The city is considering increasing a 30-cent surcharge on all taxi rides to $1 in order to raise funds for improvements which would improve the cabs' accessibility. The Taxi And Limousine Commission is required to upgrade its fleet due to a class-action lawsuit settlement which mandated that half its cars be accessible by 2020. (THE CITY)
- In the West Village's "Little Britain" shop, owners and passersby expressed their condolences after the death of Queen Elizabeth II on Thursday. Photos of the Queen adorned Myers of Keswick, a store that imports food products from the United Kingdom. (AMNY) (Subscription: The New York Times)

- A statue of US Supreme Court Justice Sonia Sotomayor now adorns a shopping center in The Bronx where she grew up. Sotomayor visited the borough for its unveiling on Thursday. (Associated Press)
