NYC Council District 51 Special Election Results: See Who Won
The winner will need to win a June primary and November general election to remain in office past January 2026.
NEW YORK CITY — New York City Council District 51 has a new council member after a special election on Tuesday.
Republican radio host Frank Morano emerged as the winner with 59 percent of the vote and 99 percent of scanners reporting, according to the city election board.
Clifford Hagen, a Democrat, came in second place with 21 percent of the vote, with Griffin Fosella, a Republican and the son of Staten Island Borough President Vito Fossella, taking third place with about 20 percent of the vote.

Morano will serve out the remainder of former Council Minority Leader Joe Borelli's term through the end of the year.
Borelli was term-limited at the end of the year and decide to a pursue a private sector job.

Morano was endorsed by Borelli as well as other Repubblican elected officials including Rep. Nicole Malliotakis, and Council Members David Carr, Vickie Paladino, Inna Vernikov and Bob Holden.
