Here are the top five stories in New York City today:

  1. A series of gun laws will go into effect today in New York City, aimed at lessoning the impact of the Supreme Court's recent decision to repeal New York's concealed-carry law. The laws include a gun-free zone around Times Square, as well as entertainment venues, restaurants, and other locations. The legal age to purchase a semi-automatic weapon will also be raised to 21 starting on September 4. (New York City Patch)
  2. Uber and Lyft ride-share drivers rallied Wednesday outside of the MTA's headquarters during the final public hearings on congestion pricing. They voiced their concern that a fee of up to $23 for rides entering and exiting Manhattan below 60th Street could be detrimental to their industry. The MTA wrote in a statement that for-hire vehicles are "part of the story of congestion" in the city. (CBS New York)
  3. An inmate on Rikers Island died Wednesday after being taken off life support, making him the 13th person to die at the jail context this year. According to reports, Michael Nieves, 40, had previously slit his own throat, with guards watching him bleed for up to ten minutes before intervening. (New York City Patch)
  4. A new train tunnel being constructed under the Hudson River to connect New York and New Jersey will likely not be completed until 2035, according to officials. That's despite a previous estimate that the tunnel currently used by Amtrak and New Jersey Transit could need to be partially closed due to age and storm damage by 2034. (Subscription: The New York Times)
  5. NYC home attendants are rallying to support the passage of a City Council bill that would prohibit 24-hour shifts. The union that represents the workers, however, isn't in support of the bill because it is are concerned it could stop workers from earning overtime pay. Others worry that in some cases it will leave patients without homecare providers. Under New York State law, these workers are compensated for 13 hours out of 24-hour shifts. (Gothamist)

The police officer named in the suit has faced nine previous claims of misconduct. (New York City Patch)
