Here are the top five stories today in New York City:

  1. Mayor Eric Adams reaffirmed his hatred for rats on Friday by signing four bills into law that move the time to take out bagged trash from 6 p.m. to 8 p.m. and requires the city to establish rat mitigation zones by next Spring, making the city "squeaky clean." (New York City Patch)
  2. Rikers Island will continue to operate under the city's management, after a judge ruled on Thursday against it being turned over to a federal receiver. The massive, almost 6,000-person facility has been under a federal court-appointed monitory since a class-action lawsuit filed by the city’s Legal Aid Society in 2011. (New York City Patch)
  3. A state agency now says that New York City landlords have registered 38,000 vacant rent-stabilized apartments this year. That number is down from the roughly 60,000 previously reported vacant in 2021, and is more consistent with the past several years, New York’s Division of Homes and Community Renewal says. (THE CITY)
  4. New York State's Cannabis Control Board is set to announce some recreational cannabis licenses on Monday. In the meantime pot dispensaries operating without licenses have been cropping up all across the city, in what one of 900 license applicants called "unfair competition." (Associated Press)
  5. Bronx Community College moved almost all of its classes online last week as it continued to experience a lack of heat, which has been an intermittent problem this fall. BCC is CUNY's oldest community college, serving approximately 9,500 students. (Gothamist)
