Voluntary Separation Incentives Go Before Legislative Committee

Updates on Rockland's radio project and county communications during emergencies expected

 

The Rockland County Legislature’s Public Safety Committee meets at 5:15 p.m. Tuesday and on its agenda is a discussion of county communications during emergencies along with a resolution to use $12,500 of forfeiture funds for law enforcement activities involving the Town of Orangetown and county. 

Budget & Finance members will take up resolutions on early retirement incentives that were postponed from the March 12 meeting. The committee will vote on ratifying Memorandums of Agreement for the Targeted Separation Incentive Program with the county’s unions including the Rockland Management Association and CSEA. The program offers employees buyouts in positions that won’t be refilled. Lawmakers pulled the four resolutions last month because they wanted more information.

Its members will also vote on a resolution for an inter-municipal agreement with Ramapo for reimbursement of $150,000 for a town police officer assigned to the District Attorney’s Special Investigations Unit. The officer is working on the Crimes Against Revenue Prosecution (CARP) investigations from Jan. 1, 2013 through the end of the year.

Budget & Finance’s 7:15 p.m. meeting agenda includes a vote on extending and amending the contract with Pharmacists Now Inc. for temporary labor services and medical support staff from Feb. 15, 2013 until Feb. 14, 2014 for $70,000. The committee is expected to review the department of hospitals.

When the Planning & Public Works Committee meets at 7 p.m. its members are expected to discuss the county radio project and review the functions of the highway department. They will vote on a resolution asking FEMA to expedite the release of advisory base flood elevation data for Rockland. Rockland had been told it would have to wait two months longer for the information than Westchester County and Bergen County, NJ.   

Committee members will consider an inter-municipal agreement between the county and Town of Ramapo for reimbursement of up to $21,5000 for development of an emergency action plan for the Lake Suzanne Dam. Maser Consulting of Chestnut Ridge is preparing the plan. Legislators will vote on purchasing a second 903K Caterpillar Wheel Loader with a 3.0 yard bucket from H.O. Penn Machinery Company, Inc. of the Bronx for $142,120.  According to the county highway department, the loader is needed to replace aging equipment used to move salt, stone and fill.

Additionally, the Multi Services Committee is scheduled to meet at 6 p.m.
