Vanderhoef Shifts Grosselfinger And Mathews Into New Roles

Rockland County Executive C. Scott Vanderhoef announced Thursday added responsibilities for senior staffers. Vanderhoef appointed his Chief of Staff Sean R. Mathews to also serve as director of the County’s Office of Real Property Tax Services. Additionally, Terry Grosselfinger, the director of the Office of Consumer Protection, will take on the role of deputy county executive.  

Vanderhoef stressed the changes do not incur greater expenses to the county and will save more than $82,000. Mathews will replace John Noto who left the position of Real Property Tax Services director five months ago. Noto is currently running for a seat on the Clarkstown Town Board.  

Mathews, who was certified by the state to take on the new role, has served as chief of staff and acted as deputy county executive for the past six years.

“Rockland’s commissioner of finance has indicated the necessity and timeliness of filling this post, and that a qualified director is essential for continuing the goal of equitable assessment administration, which simply put, involves providing a sound, reliable, fair and easily understood foundation for the determination of the real property tax,” said Vanderhoef. “The State’s Office of Real Property Services has certified Sean Mathews’ qualifications, and I have the utmost confidence in his ability to efficiently and effectively standardize assessing practices in this county.”  
The Real Property Tax Service Agency is a statutory agency that assists local government officials with equitable assessment administration.    

Vanderhoef tapped Grosselfinger for his new role because of his leadership skills.

“Having served in the highest levels of county government, Terry Grosselfinger’s leadership skills are needed at this time, and I have appointed him Deputy County Executive,” said Vanderhoef.  “Terry is a seasoned administrator and his input will be greatly appreciated.”

Both Grosselfinger and Mathews will also take on key assignments previously managed by the chief of staff.
