Wild Chain Of Events Unfolds On I-95 After Troopers Find Driver Passed Out In Car: NYSP

When the driver stopped in a Pelham road work zone couldn't be roused, troopers broke a window, and then things got scary, police said.

PELHAM, NY — Everyone involved is safe after troopers came across a dangerous situation on the New England Thruway, NYSP report.

On Sept. 5, state police arrested 27-year-old Ramiro Efrain Tarcoguaman, of New Jersey, for aggravated DWI and a slew of other charges stemming from a bizarre traffic incident on I-95, in Pelham.

Around 11:19 p.m., state police were dispatched to the Thruway after receiving a report of an unresponsive man in a 2013 Chevrolet, in the northbound center lane, an active work zone.

Troopers were forced to break the rear passenger window in order to gain access to the vehicle and wake the sole occupant of the the car, who then woke and put the vehicle in drive, nearly striking one of the troopers, according to NYSP.

The Chevrolet stopped about 200 feet away, at which point the driver was removed from the vehicle.

The state troopers said a roadside preliminary breath test registered more than twice the legal limit.

Tarcoguaman was arrested for aggravated DWI and taken to the state police barracks in New Rochelle for processing, where he provided another breath sample that registered 0.19 percent, according to police.

Tarcoguaman was charged with driving while intoxicated, aggravated DWI (BAC .18 percent or higher). He was also cited for stop/stand/park violation highway, unsafe movement of stopped motor vehicle, failure to obey police officer, motor vehicle license violation (no license), failure to exercise due care to avoid colliding with emergency vehicle, inadequate/no traffic hazard warning lights, and failure to obey a traffic control device, according to NYSP.

Tarcoguaman was released and issued appearance tickets returnable to the town of Pelham on Sept. 22.
