Richardson, whose district includes parts of Crown Heights, Prospect-Lefferts Gardens, Wingate and Flatbush, was talking to community members about re-development in the area, including the controversial Bedford Union Armory, according to DNA Info.

Richardson told residents that in order to avoid some large-scale development changes, some small zoning changes may need to be made.

"In the midst of all this development, Community Board 9, I can’t underscore to you [enough] the importance of doing responsible zoning,” she said, according to DNA Info.

That's when Boyd spoke up. The shouting match was eventually broken up by police, DNA Info reported.
