Consultants met with the Greenburgh Town Board during Tuesday’s September 9th work session to update them on progress on approvals for the subdivision and related environmental remediation plans for the Elmwood/Ridgewood Development to come on Dobbs Ferry Road at the site of the former Elmwood Country Club.

The subdivision is approved for 113 single family homes, conservation spaces that are reserved for protected green spaces within the development in perpetuity, as well as an additional 14.2 acres to be transferred to the Town for parkland, which will become an expansion of East Rumbrook Park. Some updates are required to the environmental remediation plans due to the acreage’s long history as a golf course and related use of pesticides. As a brownfield requiring clean-up to the standard of “unrestricted residential” use, Department of Environmental Conservation testing throughout each quadrant revealed that a majority of the site would require more remediation and tree removals than originally expected.

The site owner's engineers and planners are working closely with Town staff, county health department, and state DEC officials to obtain final approvals. The Town Board and Planning Board will review updated plans that account for the updated disturbance areas, which will include modified and enhanced landscaping plans, which will be subject to hearings at upcoming Board meetings. Development activities are planned to commence in 2026 which also will include updates that will facilitate NYSDOT-planned realignment improvements to the Sprain Parkway southbound on and off-ramps with a new traffic signal.
