HV Flood Timeline July 9: People Trapped, Cars Flood, Roads Collapse
The NWS Local Storm Report starts at 12:20 p.m., with a flash flood in Mahopac, and ends 20 hours later — with flash flooding.

HUDSON VALLEY, NY — The National Weather Service released its Local Storm Report detailing the events of the torrential rains in the Hudson Valley July 9-10 that caused one death, destroyed homes, roads, cars and bridges and damaged the United States Military Academy.
It begins in Putnam County, with a report of a flash flood in Mahopac at 12:20 p.m., and another one reported near Lake Carmel 14 minutes later, with Fair Street closed due to high water.
Between 1-3 p.m., there are sporadic reports from west of the Hudson River: a tree down with wires on a house in Middletown, a water rescue near Viola and a flooded basement in Unionville.

At 3 p.m. all hell breaks loose.
The storms cause havoc for five hours, mostly on the border of Orange and Rockland counties.

- 3 p.m. Flash floods closing roads in Maybrook and Middletown.
- 3:11 p.m. Debris, flooding, tree down and road closure on the Palisades Interstate Parkway both directions at Exit 19 - Seven Lakes Parkway with all lanes blocked.
- 3:15 p.m. Vehicle in flood waters in Fort Montgomery
- 3:20 p.m. House fire caused by lightning strike in Gardnertown
- 3:22 p.m. Flooding and a debris spill has closed 9W on Seven Lakes Drive, all lanes blocked
- 3:35 p.m. 9W is washed out in both directions. Boulders blocking the roadway. Between Fort Montgomery and Highland Falls.
- 3:38 p.m. Person trapped in home, Fort Montgomery
- 3:51 p.m. Tuxedo Park Golf Club House and surrounding property took on water from rising water levels of nearby lake
- 4 p.m. 2 persons trapped in vehicle in flood waters in Highland Falls. Fire department responding
- 4:10 p.m. Cornwall Emergency Management reporting numerous flooded roadways, water rescues, and a few mudslides.
- 4:10 p.m. Two people trapped in vehicle submerged in flood waters on Eagle Valley Road, Highland Falls. Fire Department responding.
- 4:20 p.m. The base of the Popolopen Arch Bridge just south of Fort Montgomery is being washed out. Fire Department has closed the bridge to traffic due to safety concerns.
- 4:23 p.m. NY 293 is closed due to flooding in both directions at West Point
- 4:33 p.m. Fire Department responding to vehicle trapped in flood waters on Ballard Road in Scotchtown
- 4:39 p.m. Metro-North Hudson Line service is suspended between Croton-Harmon and Poughkeepsie in both directions due to flooding.
- 4:40 p.m. A portion of US 6 has collapsed near the traffic circle west of the Palisades Interstate Parkway
- 4:45 p.m. Significant flooding ongoing on Main Street in Highland Falls. Multiple cars have flowing water up to the tops of cars. Swift water rescues ongoing.
- 4:54 p.m. Fire department responding to vehicle trapped in flood waters at the Long Mountain Parkway Traffic Circle
- 4:57 p.m. Flooding has closed Palisades Interstate Parkway in Stony Point in both directions. There is also report of debris in the flooding
- 5:10 p.m. Vehicle submerged on Larkin Drive in Harriman. Fire Department attempting to rescue.
- 5:20 p.m. Fire Department reporting multiple homes with basement flooding in Goshen.
- 5:20 p.m. Several roads washed out near West Haverstraw
- 5:22 p.m. Vehicle trapped in flooding with Fire Department responding on Old State Road near 9W just south of Fort Montgomery
- 5:33 p.m. All lanes blocked due to flooding on US 6 in both directions near NY 17 and NY 32 in Central Valley
- 5:37 p.m. Several people trapped in flood waters at the Bear Mountain traffic circle at US 6 and US 202.
- 6 p.m. Video shows Route 218 between Cornwall and West Point washed away. Time estimated.
- 6:07 p.m. Flooding has closed all lanes on US 6/202 in both directions between NY 9D and Annsville Circle in Cortlandt. There are also rocks/debris in the roadway.
- 6:36 p.m. Woodbury and Trout Brook roads are both closed in both directions due to flooding 2 miles northeast of Highland Mills
- 6:47 p.m. Corrects previous flash flood report from 2 NE Highland Mills to include fatality with woman found dead after being swept away by flood waters. Vehicle and person trapped in nearby stream. Swift water rescue team responding.
- 6:50 p.m. Vehicle in Popolopen Creek near where bridge has been damaged due to flooding. Unknown if any occupants in the vehicle.
- 7:04 p.m. All lanes closed on NY 17M northwest of Monroe in both directions due to flooding
- 7:30 p.m. Metro North reports service is suspended on the Hudson Line from Croton to Poughkeepsie due to flooding on the tracks in Cortlandt.
- 7:45 p.m. Multiple people trapped in RVs at the Highland Falls RV Park. Flooding is ongoing and Fire Department is responding.
At 10 p.m., a line of thunderstorms creates havoc in southern Westchester. Then storms hit northern Westchester and Putnam (again).
- 10:08 p.m. DOT reports flooding and road closure on Saw Mill River Parkway northbound north of Exit 17 in Ardsley, all lanes closed.
- 10:34 p.m. DOT reports flooding and closure on Saw Mill River Parkway southbound between Exit 9 and Exit 20. Exit ramps blocked.
- 11:11 p.m. DOT reports flooding and road closure on NY 9A southbound at Ryder Road in Ossining, all lanes blocked.
- 11:52 p.m. Yorktown Police reports multiple roads flooded and impassable in Yorktown Heights and Mohegan Lake.
- 12:32 a.m. DOT reports flooding on NY 6N at Potter Road in Putnam County, all lanes blocked.
- 12:55 a.m. DOT reports flooding on US 202 both directions at Yorktown, all lanes blocked and local car dealership parking lot flooded.
- 1:10 a.m. Law enforcement reports several vehicles stranded in flood waters in Yorktown Heights. Occupants were able to walk away without the need for water rescues.
- 2:04 a.m. DOT reports debris and flooding on Taconic State Parkway northbound at Yorktown all lanes blocked.
- 4:11 a.m. All lanes flooded on Taconic State Parkway near Tompkins Corners in Putnam County
- 8:33 a.m. Flooding and Road Closure on NY 292 in Putnam both directions between NY 311 (Patterson) and NY 55 (Pawling) all lanes blocked.
The storm report ends with four incidents in Connecticut between 9:30-10:30 a.m.
