Police: Complaint Leads to Urination Arrest

Tarrytown Police, lead by the recent complaint by a woman made to feel nervous on the street, report the arrest of a local man on a warrant for disorderly conduct. 

On Jan. 13 at 9:02 p.m., a caller reported that his son’s girlfriend was approached by a man while walking to her residence on North Washington Street. The man allegedly made unwanted comments and physical contact with her.

The complainant stated that while walking she was approached by a tall man, about 6 feet in height, with a goatee, wearing a doo rag, black jacket and jeans.

She said he put his hand on her shoulder and asked her if she was married. She reported that she became nervous and went home.

Officers canvassed the area and couldn’t find anyone matching the description. However, at 9:54 p.m., the caller reported following the suspect on Central Avenue. Officers located the man on North Washington.

A routine warrant check revealed that 30-year-old Alexis Cepin had an active warrant out of Tarrytown for disorderly conduct from an incident dating back to September.

Lieutenant William Herguth reported that on Sept. 9, 2012 at 12:36 a.m., police received a call about a suspicious male at the Metro-North train station. Police reportedly found Cepin urinating on the sidewalk. Herguth said he was uncooperative with police and threatened to leave while they were asking him questions. Police arrested him with a charge of disorderly conduct but Herguth said he then did not show up for his court date.
