UPPER WEST SIDE, NY – State Senator Brad Hoylman-Sigal, who represents Manhattan’s West Side in Albany, officially announced his candidacy for Manhattan Borough President on Monday.

First elected to the New York State Senate in 2012, Hoylman-Sigal has a legislative track record of more than 350 passed bills addressing tenant protections, LGBTQ+ rights, public safety, education, and more, according to a press release.

Gov. Kathy Hochul recently signed Hoylman-Sigal’s “Seinfeld Bill,” which requires telemarketers to provide the name, address, and telephone number of their company or organization within the first 30 seconds of a call.

‘Best Borough in the Greatest City in the World’

In a statement, Hoylman-Sigal foregrounded public safety and quality of life:

It’s a great joy to live and bring up my daughters in the best borough in the greatest city in the world. But representing Manhattan and raising my family here, I know the challenges we face. There’s a feeling of insecurity on our streets and in our subways, and a growing concern that people are falling through the cracks and not getting the help they need.
Whether it’s dangerous e-bikes, never-ending scaffolding, or people struggling with mental health crises or addiction, there’s work to be done to make our city more livable for everyone. I’m running on my record to make Manhattan a more safe and affordable place where people can thrive…Manhattanites deserve a Borough President who will build on Mark Levine’s work and move the borough forward. That’s what I’m running to deliver.

If elected, Hoylman-Sigal would make history as Manhattan’s first openly LGBTQ+ Borough President. He lives in Greenwich Village with his husband David and daughters Lucy and Silvia.

Second Run

The 2025 Manhattan Borough President’s race marks Hoylman-Sigal’s second go at the office, after narrowly losing to current Borough President Mark Levine in 2021. Levine is running for City Comptroller in 2025, a position currently occupied by Brad Lander, who is running for Mayor.

Hoylman-Sigal will face City Council Member Keith Powers in the 2025 race. Powers represents a sprawling district that includes the Upper East Side, Midtown, and Kips Bay, so at present the race is a West Side versus East Side face off. Other candidates may yet enter the race, however, and City & State published a roundup of potential contenders in August.

A Democratic primary will take place on June 24, 2025.
