Putnam Man Accused Of Driving Without License, Interlock Device
Police stopped him initially for excessive speed and a modified exhaust.
YORKTOWN, NY — A Putnam Valley man was accused of driving without a license or an interlock device.
Yorktown Police Department said Victor J. Lowell, 39, of Putnam Valley, was charged Wednesday with third-degree aggravated unlicensed operation and operating without an interlock device, misdemeanors, in addition to three traffic infractions.
Police said, around 6:30 p.m. Wednesday, an officer on routine patrol on Gomer Street said he saw a car operating in excess of 30 mph with a modified exhaust.

An investigation during the traffic stop found Lowell, the driver, was operating his car while his driving privilege was revoked. He also was driving the car without a required interlock device.
After processing, he was issued traffic tickets for the charges and released on his own recognizance.

Lowell is due to appear in the Yorktown Justice Court June 27.
