Bucks Man Fined For Renting Subsidized Housing To Mother-In-Law
Dmitry Rozyman will pay $128,000 to resolve allegations that he claimed subsidies from HUD while renting an apartment to his mother-in-law.
PHILADELPHIA, PA — A Bucks County man will pay back the federal government $128,000 to resolve allegations that he illegally claimed subsidies from the U.S. Department of Housing and Urban Development while renting an apartment to his mother-in-law, a violation of the program's requirements, the U.S. Attorney's Office Eastern District of Pennsylvania announced Monday.
The settlement resolves allegations that between 2008 and 2020, Dmitry Royzman rented a subsidized apartment to his mother-in-law, violating the requirements of the Housing Choice Voucher Program, more commonly known as Section 8 housing.
In the agreement, federal prosecutors allege that Rozyman participated as a landlord in the program, which provides rental subsidies for eligible low-income tenants who locate rental units on the private market. They say Rozyman submitted documents to the Bucks County Housing Authority falsely certifying that the assisted female tenant in the rental property was not his immediate relative, despite the woman being his mother-in-law.

Jennifer Williams, the acting U.S. Attorney in the case, said Rozyman "committed himself to setting things right" when the matter was brought to his attention.
"We appreciate his cooperative approach and efforts toward rectifying the problem," Williams said in a news release.

The case was investigated by the U.S. Department of Housing and Urban Development, Office of Inspector General, and by the Bucks County Housing Authority.
The claims resolved by the settlement are allegations only, and there has been no determination of liability, the U.S. Attorney's Office said.
