Central Bucks Police Officer Charged With Attempted Child Luring

The Central Bucks Regional Police Commission, including the Boroughs of Chalfont, Doylestown and New Britain; Chief Karl Knott, and the men and women of the Central Bucks Regional Police Department are encouraging a thorough investigation surrounding the allegations and arrest of Corporal Clifford Horn. Investigations are taking place in multiple jurisdictions across two states. At this time, we are still in the early stages of those investigations.

DOYLESTOWN, PA — A Central Bucks Regional Police officer has been charged with attempted child luring in Atlantic City, New Jersey, the Bucks County District Attorney's Office confirmed Monday.

Clifford Horn, 54, of Chalfont, was one of four people arrested Sunday for attempting to lure a minor, according to the Atlantic City Police Department. The arrests came following an operation carried out by a concerned citizens group known as Colorado Ped Patrol, whose members posed as underage children on various social media sites, police said.

"They would confront the individual and notify local law enforcement," the Atlantic City Police Department said in a news release. "The citizens provided the responding officers with screen shots of conversations and detailed information that was shared between the citizens and the suspects."

Horn is currently a corporal in the Central Bucks Regional Police Department, Steve Doerner, chief administrator in the Bucks County District Attorney's Office, confirmed to Patch on Monday.

In a statement, District Attorney Matt Weintraub said his office "will begin the process of evaluating all Bucks County criminal cases in which Cpl. Horn was involved.

"The Bucks County District Attorney's Office is aware of the investigation and arrest of CBRPD Corporal Clifford Horn in Atlantic County, New Jersey," Weintraub said. "Our office has assigned personnel to assist New Jersey authorities in any capacity, and to investigate and prosecute any criminal activity that may have occurred in Bucks County. This office protects all victims, regardless of whether the accused perpetrator is an officer of the law or not."

A spokesperson for the Central Bucks Regional Police Department declined to comment on Horn's employment status or whether disciplinary action would be taken, instead directing all inquiries to the district attorney's office.

Horn and the three other people charged in the investigation were arraigned in Atlantic City Municipal Court on Sunday and released on a summons with a future court date.
