Phase III, the final phase of the project, is in the design, engineering, and permitting stages, officials said.
When Phase III is completed, by the end of 2030, Blair Mill Road will be five lanes from Welsh Road to Easton Road, officials said.
The roadwork will also include intersection improvements at Easton Road and Blair Mill Road.
"Over the coming months, we will notify you about any lane restrictions in advance," officials said. "We understand your frustration, and we thank you for your patience."
