Witnesses reported that Siplak appeared confused, repeatedly turned his car off and on, and eventually left the scene only to crash his car again. When officers arrived at the crash scene, they found Siplak being attended to by ambulance personnel.
Siplak’s driver’s license was found to be suspended for a prior DUI offense, and his vehicle registration was found to be suspended for insurance cancellation. While at the hospital, officers observed Siplak exhibiting signs of intoxication. A chemical test of his blood showed the presence of a controlled substance at a level that would cause impairment, according to police.
