According to a criminal complaint filed against him, from about 2015 until now, Dukuly used his status as a U.S. Citizenship and Immigration Services employee to get money from people in exchange for promises to help them obtain adjustments to their immigration status, such as a green card, work authorization documents, or visas.
Additionally, Dukuly did not have the authority to do any of the things he promised these people, authorities said.
