Police Report: Man Arrested on Out-of-State Warrant
An incident report does not signify a conviction. All accused are innocent until proven guilty.

While assisting in serving a civil warrant for a Schwenksville man on Sept. 29, arrested another man who was wanted in Minnesota for allegedly failing to register as a predatory offender.
According to an incident report, Officer Rolan Walker accompanied Pennsylvania State Constable Joshua Z. Stouch to the 10 block of Cemetery Lane to serve a civil warrant for James English.
When they arrived at the property, they encountered two men they did not know, Walker wrote in the report. One man identified himself as Ricky Smith of Philadelphia, the brother of English’s late wife, Darcy. “Smith stated he was hired by his sister Georgette Smith-Slater and his brother-in-law the Rev. Everett Slater to remodel the inside of the house. Smith stated he had his friend working with him,” the report states. His friend identified himself as James Henry Woody Jr. of Philadelphia, according to the report.

Stouch explained why Walker and he were there, and “advised Smith that it would be in the family’s best interest to help” find English, according to the report. The family is alleged to have been “protecting” him for the last few months, the report states.
When Walker ran a check on Woody to check his identification and determine if there were any warrants issued for him, further investigation determined there was an active warrant for him, according the incident report. The warrant – issued by the Hennepin County Sheriff’s Office in Minneapolis, MN – was for failure to register as a predatory offender, the report states.

He was placed under arrest and was subsequently placed in the Montgomery County Correctional Facility until he was returned to Minnesota.
Report: Attempted home burglary
A homeowner in the 20 block of Cepp Road in Lower Frederick reported that she returned and noticed signs of an attempted break-in.
According to an incident report, a living room window screen had been moved, and an unknown person(s) “had attempted to pry open the window sash and had damaged the vinyl casement of the window frame,” according to the report.
Police also noticed muddy footprints on a basement door; it is suspected the would-be burglar stood on it during the attempted burglary.
The case is still under investigation. Police recommended the homeowner replace the window that had been tampered with, “as its integrity has been compromised and it is the possible the actor(s)’ intention was to return later to actually commit the burglary,” the report states.
