Phoenixville Council: Amend Ordinance To Allow Development Of K-Center

PHOENIXVILLE, PA —Dr. Alan Fegley, the superintendent of Phoenixville Area School District, this week asked Borough Council to update a zoning ordinance to allow a developer to proceed with plans to build a townhouse development on the site of the former Kindergarten Center.
In March of 2022, the school board voted 5-3 in favor of selling the closed Kindergarten Center for $4.6 million to Toll Brothers to construct a townhouse development.
Since then, Fegley said that the developer also purchased a nearby industrial site, and plans to remediate the industrial site, add additional green space, construct housing, and open an educational center.

The superintendent said that the zoning must be changed to allow that project to move forward.
He said the district could use the funding from the sale to help finance the construction of a new elementary school on Hares Hill Road in East Pikeland Township.

Fegley said he is hopeful Council will address the issue at its September meeting.
Susan Turner, school board president, said it’s time to move this project forward.
“It’s a win for everyone,” she said. “We will remediate the industrial site and we will have an education center and a new public park.
“We are working together to make the best possible outcome for the students and the parents.”
The one-story vacant kindergarten school at 100 School Lane was built in 1958 on a 7.4-acre lot.
It closed in 2017 when the district opened an Early Learning Center on Pothouse Road.
